A completely new method of manufacturing the smallest structures in electronics could make their manufacture thousands of times quicker, allowing for cheaper semiconductors. The findings have been published in the latest issue of Nature.

Instead of starting from a silicon wafer or other substrate, as is usual today, researchers have made it possible for the structures to grow from freely suspended nanoparticles of gold in a flowing gas.

Behind the discovery is Lars Samuelson, Professor of Semiconductor Physics at Lund University, Sweden, and head of the University's Nanometre Structure Consortium. He believes the technology will be ready for commercialisation in two to four years' time. A prototype for solar cells is expected to be completed in two years.

"When I first suggested the idea of getting rid of the substrate, people around me said 'you're out of your mind, Lars; that would never work'. When we tested the principle in one of our converted ovens at 400?C, the results were better than we could have dreamt of", he says.

"The basic idea was to let nanoparticles of gold serve as a substrate from which the semiconductors grow. This means that the accepted concepts really were turned upside down!"

Since then, the technology has been refined, patents have been obtained and further studies have been conducted. In the article in Nature, the researchers show how the growth can be controlled using temperature, time and the size of the gold nanoparticles.

Recently, they have also built a prototype machine with a specially built oven. Using a series of ovens, the researchers expect to be able to 'bake' the nanowires, as the structures are called, and thereby develop multiple variants, such as p-n diodes.

A further advantage of the technology is avoiding the cost of expensive semiconductor wafers.

"In addition, the process is not only extremely quick, it is also continuous. Traditional manufacture of substrates is batch-based and is therefore much more time-consuming", adds Lars Samuelson.

At the moment, the researchers are working to develop a good method to capture the nanowires and make them self-assemble in an ordered manner on a specific surface. This could be glass, steel or another material suited to the purpose.

The reason why no one has tested this method before, in the view of Professor Samuelson, is that today's method is so basic and obvious. Such things tend to be difficult to question.

However, the Lund researchers have a head start thanks to their parallel research based on an innovative method in the manufacture of nanowires on semiconductor wafers, known as epitaxy ? consequently, the researchers have chosen to call the new method aerotaxy. Instead of sculpting structures out of silicon or another semiconductor material, the structures are instead allowed to develop, atomic layer by atomic layer, through controlled self-organisation.

The structures are referred to as nanowires or nanorods. The breakthrough for these semiconductor structures came in 2002 and research on them is primarily carried out at Lund, Berkeley and Harvard universities. The Lund researchers specialise in developing the physical and electrical properties of the wires, which helps create better and more energy-saving solar cells, LEDs, batteries and other electrical equipment that is now an integrated part of our lives.

Moral evaluations of harm are instant and emotional

ScienceDaily (Nov. 28, 2012) ? People are able to detect, within a split second, if a hurtful action they are witnessing is intentional or accidental, new research on the brain at the University of Chicago shows.

The study is the first to explain how the brain is hard-wired to recognize when another person is being intentionally harmed. It also provides new insights into how such recognition is connected with emotion and morality, said lead author Jean Decety, the Irving B. Harris Professor of Psychology and Psychiatry at UChicago.

"Our data strongly support the notion that determining intentionality is the first step in moral computations," said Decety, who conducted research on the topic with Stephanie Cacioppo, a research associate (assistant professor) in psychology at UChicago. They published the results in a paper, "The Speed of Morality: A High-Density Electrical Neurological Study," to be published Dec. 1 and now on early preview in the Journal of Neurophysiology.

The researchers studied adults who watched videos of people who suffered accidental harm (such as being hit with a golf club) and intentional harm (such as being struck with a baseball bat). While watching the videos, brain activity was collected with equipment that accurately maps responses in different regions of the brain and importantly, the timing between these regions. The technique is known as high-density, event-related potentials technology.

The intentional harm sequence produced a response in the brain almost instantly. The study showed that within 60 milliseconds, the right posterior superior temporal sulcus (also known as TPJ area), located in the back of the brain, was first activated, with different activity depending on whether the harm was intentional or accidental. It was followed in quick succession by the amygdala, often linked with emotion, and the ventromedial prefrontal cortex (180 milliseconds), the portion of the brain that plays a critical role in moral decision-making.

There was no such response in the amygdala and ventromedial prefrontal cortex when the harm was accidental.

Other studies with functional MRI scans, including those in Decety's lab, have shown that those areas of the brain become activated when people see others intentionally harmed, but those studies have been unable to separate or time the way the various parts of the brain may work together.

"High-density ERPs can identify spatio-temporal patterns of communication between regions that contrast analyses (such as fMRI) with low temporal resolution may not detect, and such methods are necessary to advance knowledge of neuroscience of morality," said Cacioppo.

The ability to recognize and respond emotionally to the intentional infliction of harm is a critical source of morality that is universal across cultures, researchers believe. "It is part of humans' evolutionary heritage," Decety said. "The long history of mammalian evolution has shaped our brains to be sensitive to signs of suffering of others. And this constitutes a natural foundation for morality and sensitivity to justice."

Philosophers have debated the origins of this moral response for ages. Some maintain that moral judgments begin with an immediate aversive reaction to perceived or imagined harm to victims, though the full moral judgment may form only after the fact. Other philosophers maintain that moral principals develop from reason alone and are not connected to emotion.

The new research suggests that emotion and the perception of intentionality, rather than deliberate reasoning, comprise the vital first component of moral responses -- at least for responses that stem from care for others Decety said.

The research may help inform other areas of neurodevelopment research, including studies of the moral responses of psychopaths and of children who lack empathy for others, displaying what are called callous-unemotional traits.

The National Science Foundation and the Swiss National Science Foundation supported the research.

There are several signs that California?s economic fortunes ? after plummeting for half a decade ? are on the rebound, buoyed by voter approval this month of tax-raising Proposition 30.

Here is the evidence:

? The independent California Legislative Analyst?s Office projects a relatively small $1.9 billion deficit for the current fiscal year ? down from $25 billion in recent years. ?There is a strong possibility of multibillion-dollar operating surpluses within a few years,? the Nov. 14 report concludes.

? The state?s unemployment rate has dropped 1.4 percentage points since October 2011 and is now at the lowest point since February 2009. The rate is still high, however: 10.1 percent.

? Home sales are increasing in some regions of the state, such as southern California, where they rose 25 percent in October compared with the previous year, according to the University of Southern California?s Lusk Center for Real Estate.

? A USC Dornsife/Los Angeles Times poll from Nov. 18 indicates that the percentage of Californians who say the state is headed in the right direction has doubled since October 2011 ? although the current figure is only 38 percent.

? New income is expected from the passage of not only Prop. 30, but also Prop. 39, which repealed an existing law that gave out-of-state businesses favorable tax treatment.

?The California economy and the state?s fiscal health is improving. For the first time in years, the budget situation is stable and thus state and local governments have more certainty about what to expect in the next year,? says Mark Baldassare, president of the Public Policy Institute of California, in an e-mail.

With California being the most populous state and having the world?s seventh-largest economy, the recent developments bode well nationally.

?California is the whale in the bathtub of the American economy. Signs of economic improvement in California have important positive national implications,? says Steven Schier, a political scientist at Carleton College in Northfield, Minn. ?Given that the state's economy has been even more depressed than that of the nation as a whole, signs of a California rebound are quite positive for the country as a whole.?

Bond-rating firms have also weighed in, noting the $6 billion in additional annual revenues that are projected through 2016-17 because of Prop. 30. ?California credit quality looks to improve with passage of Proposition 30,? says a Nov. 7 analysis by Standard & Poor?s.

All this said, several economists hasten to add that California?s improvement is only short term and that longer-term problems have not been addressed. They also note that the unemployment rate is still high.

Arizona has now become the 17th state to refuse to create a state health insurance exchange under Obamacare. Instead, the state will be part of a federally-run exchange that will be set up by the new health care law.

States have until Dec. 14 to make a decision on the exchanges. The first photo below shows states that will create an insurance exchange and take on the costs that come with it. The second photo points out the 17 states that will not.

Judge Andrew Napolitano talked with Melissa Francis on Fox Business Network this afternoon about what this all means. Particularly, why are some states choosing to take on the added costs of running the exchange when the federal government could pick up the tab?

?Some states have governors, like (New York), who are part of the establishment that created Obamacare and are in favor of it and want to cooperate with Washington. Other states, like Arizona, are not part of that establishment and don?t want to cooperate. ? WELLINGTON, New Zealand (AP) ? Wearing elf ears and wizard hats, sitting atop their dad's shoulders or peering from balconies, tens of thousands of New Zealanders watched their favorite "Hobbit" actors walk the red carpet Wednesday at the film trilogy's hometown premiere.

An Air New Zealand plane freshly painted with "Hobbit" characters flew low over Wellington's Embassy Theatre, eliciting roars of approval from the crowd.

Sam Rashidmardani, 12, said he came to see Gollum actor Andy Serkis walk the red carpet ? and he wasn't disappointed.

"It was amazing," Rashidmardani said of the evening, adding his Gollum impression: "My precious."

British actor Martin Freeman, who brings comedic timing to the lead role of Bilbo Baggins, said he thought director Peter Jackson had done a fantastic job on "The Hobbit: An Unexpected Journey."

"He's done it again," Freeman said in an interview on the red carpet. "If it's possible, it's probably even better than 'The Lord of the Rings.' I think he's surpassed it."

While it is unusual for a city so far from Hollywood to host the premiere of a hoped-for blockbuster, Jackson's filming of his lauded 'LOTR' trilogy and now "The Hobbit" in New Zealand has helped create a film industry here. The film will open in theaters around the world next month.

One of the talking points of the film is the choice by Jackson to shoot it using 48 frames per second instead of the traditional 24 in hopes of improving the picture quality.

Some say the images come out too clear and look so realistic that they take away from the magic of the film medium. Jackson likens it to advancing from vinyl records to CDs.

"I really think 48 frames is pretty terrific and I'm looking forward to seeing the reaction," Jackson said on the red carpet. "It's been talked about for so long, but finally the film is being released and people can decide for themselves."

Jackson said it was strange working on the project so intimately for two years and then having it suddenly taken away as the world got to see the movie.

"It spins your head a little bit," he said.

Aidan Turner, who plays the dwarf Kili in the movie, said his character is reckless and thinks he's charming.

"I don't get to play real people it seems, I only get to play supernatural ones," he said. "So playing a dwarf didn't seem that weird, actually.

Perhaps the most well-known celebrities to walk the carpet were Cate Blanchett and Elijah Wood, who reprise their roles in the LOTR in the "Hobbit."

"Mostly I came here to see everyone. I like them all," said fan Aysu Shahin, 16, adding that Wood was her favorite. She said she wanted to see the movie "as soon as possible. I'm excited for it."

At a news conference earlier in the day, Jackson said many younger people are happy to watch movies on their iPads.

"We just have to make the cinema-going experience more magical and more spectacular to get people coming back to the movies again," he said.

Jackson said only about 1,000 of the 25,000 theaters that will show the film worldwide are equipped to show 48 frames, so most people will see it in the more traditional format. The movie has also been shot in 3D.

A handful of animal rights protesters held signs at the premiere.

The protest by the group People for the Ethical Treatment of Animals comes after several animal wranglers said three horses and up to two dozen other animals had died during the making of the movies because they were housed at an unsafe farm.

Jackson's spokesman earlier acknowledged two horses had died preventable deaths at the farms but said the production company worked quickly to improve stables and other facilities and that claims of mistreatment were unfounded.

"No mistreatment, no abuse. Absolutely none," Jackson said at the news conference.

Abercrombie seen as early winner in Thanksgiving clothing sales

NEW YORK (Reuters) - Abercrombie & Fitch Co seemed to come out ahead of other clothing retailers during the annual Black Friday kickoff to the holiday shopping season, analysts said on Monday.

Abercrombie and Wal-Mart Stores Inc were among the perceived winners in a four-day weekend when some stores opened on Thanksgiving night and people shopped online in greater numbers than ever before.

The National Retail Federation trade group reported on Sunday that total sales for the four days from Thanksgiving through Sunday had risen 12.8 percent to $59.1 billion. That is down from a 16.4 percent increase last year.

Abercrombie, which operates the Hollister chain in addition to its namesake stores, "was the clear winner," with the longest lines and units per transaction during the weekend, according to Oppenheimer analyst Pamela Quintiliano.

Quintiliano said Ann Inc , which specializes in women's clothing, "may potentially prove to be the most disappointing as traffic never fully materialized on stable promotions."

UBS analyst Roxanne Meyer said the specialty retailers with the most foot traffic over the four-day weekend included Limited Brands Inc , American Eagle and Gap Inc , with relatively weaker traffic at Aeropostale , Cold Water Creek Inc and Chico's FAS Inc .

Like Ann, Cold Water Creek and Chico's focus on mature women shoppers, whereas American Eagle and Abercrombie target younger people.

Despite early signs of strength, analysts cautioned against reading too much into the results. Four of the five busiest shopping days of the season will come in the 10 days leading up to Christmas Day, according to ShopperTrak.

Janney Capital Markets analyst Adrienne Tennant downgraded shares of Aeropostale on Monday to "neutral" from "buy," citing increased competition from American Eagle and Abercrombie.

New chief of Sarkozy's dispute-racked party named

PARIS (AP) ? A hardliner has been confirmed the new chief of former President Nicolas Sarkozy's conservative party after a recount, but the result is unlikely to end the leadership battle that has fractured the party.

A week after a tight vote left the party in chaos, a special commission on Monday confirmed that Jean-Francois Cope had won leadership of the Union for a Popular Movement, or UMP. According to the recount, he defeated moderate former Prime Minister Francois Fillon by 952 votes, 86,911 to 85,959.

Fillon rejected the recount as "illegal." The commission annulled all votes from at least two voting bureaus because of irregularities.

Cope called for the party to choose "forgiveness instead of division."

Party leadership is a typical step for French politicians who hope to vie for the presidency.

In 1965, Irving John ?Jack? Good sat down and wrote a paper for New Scientist called Speculations concerning the first ultra-intelligent machine. Good, a Cambridge-trained mathematician, Bletchley Park cryptographer, pioneering computer scientist and friend of Alan Turing, wrote that in the near future an ultra-intelligent machine would be built.

This machine, he continued, would be the ?last invention? that mankind will ever make, leading to an ?intelligence explosion? ? an exponential increase in self-generating machine intelligence. For Good, who went on to advise Stanley Kubrick on 2001: a Space Odyssey, the ?survival of man? depended on the construction of this ultra-intelligent machine.

Fast forward almost 50 years and the world looks very different. Computers dominate modern life across vast swathes of the planet, underpinning key functions of global governance and economics, increasing precision in healthcare, monitoring identity and facilitating most forms of communication ? from the paradigm shifting to the most personally intimate. Technology advances for the most part unchecked and unabated.

While few would deny the benefits humanity has received as a result of its engineering genius ? from longer life to global networks ? some are starting to question whether the acceleration of human technologies will result in the survival of man, as Good contended, or if in fact this is the very thing that will end us.

Now a philosopher, a scientist and a software engineer have come together to propose a new centre at Cambridge, the Centre for the Study of Existential Risk (CSER), to address these cases ? from developments in bio and nanotechnology to extreme climate change and even artificial intelligence ? in which technology might pose ?extinction-level? risks to our species.

?At some point, this century or next, we may well be facing one of the major shifts in human history ? perhaps even cosmic history ? when intelligence escapes the constraints of biology,? says Huw Price, the Bertrand Russell Professor of Philosophy and one of CSER?s three founders, speaking about the possible impact of Good?s ultra-intelligent machine, or artificial general intelligence (AGI) as we call it today.

?Nature didn?t anticipate us, and we in our turn shouldn?t take AGI for granted. We need to take seriously the possibility that there might be a ?Pandora?s box? moment with AGI that, if missed, could be disastrous. I don?t mean that we can predict this with certainty, no one is presently in a position to do that, but that?s the point! With so much at stake, we need to do a better job of understanding the risks of potentially catastrophic technologies.?

Price?s interest in AGI risk stems from a chance meeting with Jaan Tallinn, a former software engineer who was one of the founders of Skype, which ? like Google and Facebook ? has become a digital cornerstone. In recent years Tallinn has become an evangelist for the serious discussion of ethical and safety aspects of AI and AGI, and Price was intrigued by his view:

?He (Tallinn) said that in his pessimistic moments he felt he was more likely to die from an AI accident than from cancer or heart disease. I was intrigued that someone with his feet so firmly on the ground in the industry should see it as such a serious issue, and impressed by his commitment to do something about it.?

We Homo sapiens have, for Tallinn, become optimised ? in the sense that we now control the future, having grabbed the reins from 4 billion years of natural evolution. Our technological progress has by and large replaced evolution as the dominant, future-shaping force.

We move faster, live longer, and can destroy at a ferocious rate. And we use our technology to do it. AI geared to specific tasks continues its rapid development ? from financial trading to face recognition ? and the power of computing chips doubles every two years in accordance with Moore?s law, as set out by Intel founder Gordon Moore in the same year that Good predicted the ultra-intelligence machine.

We know that ?dumb matter? can think, say Price and Tallinn ? biology has already solved that problem, in a container the size of our skulls. That?s a fixed cap to the level of complexity required, and it seems irresponsible, they argue, to assume that the rising curve of computing complexity will not reach and even exceed that bar in the future. The critical point might come if computers reach human capacity to write computer programs and develop their own technologies. This, Good?s ?intelligence explosion?, might be the point we are left behind ? permanently ? to a future-defining AGI.

?Think how it might be to compete for resources with the dominant species,? says Price. ?Take gorillas for example ? the reason they are going extinct is not because humans are actively hostile towards them, but because we control the environments in ways that suit us, but are detrimental to their survival.?

Price and Tallinn stress the uncertainties in these projections, but point out that this simply underlines the need to know more about AGI and other kinds of technological risk.

In Cambridge, Price introduced Tallinn to Lord Martin Rees, former Master of Trinity College and President of the Royal Society, whose own work on catastrophic risk includes his?books Our Final Century (2003) and From Here to Infinity: Scientific Horizons (2011). The three formed an alliance, aiming to establish CSER.

With luminaries in science, policy, law, risk and computing from across the University and beyond signing up to become advisors, the project is, even in its earliest days, gathering momentum. ?The basic philosophy is that we should be taking seriously the fact that we are getting to the point where our technologies have the potential to threaten our own existence ? in a way that they simply haven?t up to now, in human history,? says Price. ?We should be investing a little of our intellectual resources in shifting some probability from bad outcomes to good ones.?

Price acknowledges that some of these ideas can seem far-fetched, the stuff of science fiction, but insists that that?s part of the point. ?To the extent ? presently poorly understood ? that there are significant risks, it?s an additional danger if they remain for these sociological reasons outside the scope of ?serious? investigation.?

?What better place than Cambridge, one of the oldest of the world?s great scientific universities, to give these issues the prominence and academic respectability that they deserve?? he adds. ?We hope that CSER will be a place where world class minds from a variety of disciplines can collaborate in exploring technological risks in both the near and far future.

?Cambridge recently celebrated its 800th anniversary ? our aim is to reduce the risk that we might not be around to celebrate its millennium.?

Europe mulls ban on 'boxes' for abandoned babies

BERLIN (AP) ? German pastor Gabriele Stangl says she will never forget the harrowing confession she heard in 1999. A woman said she had been brutally raped, got pregnant and had a baby. Then she killed it and buried it in the woods near Berlin.

Stangl wanted to do something to help women in such desperate situations. So the following year, she convinced Berlin's Waldfriede Hospital to create the city's first so-called "baby box." The box is actually a warm incubator that can be opened from an outside wall of a hospital where a desperate parent can anonymously leave an unwanted infant.

A small flap opens into the box, equipped with a motion detector. An alarm goes off in the hospital to alert staff two minutes after a baby is left.

"The mother has enough time to leave without anyone seeing her," Stangl said. "The important thing is that her baby is now in a safe place."

Baby boxes are a revival of the medieval "foundling wheels," where unwanted infants were left in revolving church doors. In recent years, there has been an increase in these contraptions ? also called hatches, windows or slots in some countries ? and at least 11 European nations now have them, according to United Nations figures. They are technically illegal, but mostly operate in a gray zone as authorities turn a blind eye.

But they have drawn the attention of human rights advocates who think they are bad for the children and merely avoid dealing with the problems that lead to child abandonment. At a meeting last month, the United Nations Committee on the Rights of the Child said baby boxes should be banned and is pushing that agenda to the European Parliament.

There are nearly 100 baby boxes in Germany. Poland and the Czech Republic each have more than 40 while Italy, Lithuania, Russia and Slovakia have about 10 each. There are two in Switzerland, one in Belgium and one being planned in the Netherlands.

In the last decade, hundreds of babies have been abandoned this way; it's estimated one or two infants are typically left at each location every year, though exact figures aren't available.

"They are a bad message for society," said Maria Herczog, a Hungarian child psychologist on the U.N. committee. "These boxes violate children's rights and also the rights of parents to get help from the state to raise their families," she said.

"Instead of providing help and addressing some of the social problems and poverty behind these situations, we're telling people they can just leave their baby and run away."

She said the practice encourages women to have children without getting medical care. "It's paradoxical that it's OK for women to give up their babies by putting them in a box, but if they were to have them in a hospital and walk away, that's a crime," Herczog said. She said the committee is now discussing the issue with the European Parliament and is also asking countries which allow the practice to shut them down.

Herczog also said it's wrong to assume only mothers are abandoning these children and that sometimes they may be forced into giving up children they might otherwise have kept. "We have data to show that in some cases it's pimps, a male relative or someone who's exploiting the woman," she said.

In some countries ? Australia, Canada and Britain ? it is illegal to abandon an infant anywhere. Yet, in the U.S. there are "safe haven" laws that allow parents to anonymously give up an infant in a secure place like a hospital or police department. A handful of other countries including Japan and Slovakia have similar provisions.

Countries that support this anonymous abandonment method contend they save lives. In a letter responding to U.N. concerns, more than two dozen Czech politicians said they "strongly disagreed" with the proposed ban. "The primary aim of baby hatches, which (have) already saved hundreds of newborns, is to protect their right to life and protect their human rights," the letter said.

However, limited academic surveys suggest this hasn't reduced the murder of infants. There are about 30 to 60 infanticides in Germany every year, a number that has been relatively unchanged for years, even after the arrival of baby boxes. That's similar to the per capita rate in Britain where there is no such option.

Across Germany, there is considerable public support for the boxes, particularly after several high-profile cases of infanticide, including the grisly discovery several years ago of the decomposed remains of nine infants stuffed into flower pots in Brandenburg.

Officials at several facilities with baby boxes say biological parents sometimes name the infant being abandoned. "The girl is called Sarah," read one note left with a baby in Lubeck, Germany in 2003. "I have many problems and a life with Sarah is just not possible," the letter said.

The secretive nature also means few restrictions on who gets dropped off, even though the boxes are intended for newborns. Friederike Garbe, who oversees a baby box in Lubeck, found two young boys crying there last November. "One was about four months old and his brother was already sitting up," she said. The older boy was about 15 months old and could say "Mama."

Still, Germany's health ministry is considering other options. "We want to replace the necessity for the baby boxes by implementing a rule to allow women to give birth anonymously that will allow them to give up the child for adoption," said Christopher Steegmans, a ministry spokesman.

Austria, France, and Italy allow women to give birth anonymously and leave the baby in the hospital to be adopted. Germany and Britain sometimes allow this under certain circumstances even though it is technically illegal. Eleven other nations grant women a "concealed delivery" that hides their identities when they give birth to their babies, who are then given up for adoption. But the women are supposed to leave their name and contact information for official records that may be given one day to the children if they request it after age 18.

For German couple Andy and Astrid, an abandoned infant in a baby box near the city of Fulda ended their two-year wait to adopt a child nearly a decade ago.

"We were told about him on a Sunday and then visited him the next day in the hospital," said Astrid, a 37-year-old teacher, who along with her husband, agreed to talk with The Associated Press if their last names were not used to protect the identity of their child. The couple quietly snapped a few photos of the baby boy they later named Jan. He weighed just over 7 pounds when he was placed in the baby box, wrapped in two small towels.

When Jan started asking questions about where he came from around age 2, his parents explained another woman had given birth to him. They showed him the photos taken at the hospital, introduced him to the nurses there and showed him the baby box where he had been left.

Earlier this year, the couple began the procedure to adopt a second child, a boy whose mother gave birth anonymously so she could give him up for adoption.

Astrid said Jan, now 8, loves football, tractors and anything to do with the farming that he sees daily in their rural community. She said it's not so important for her and her husband to know who his biological parents are.

But for Jan, "it would be nice to know that he could meet them if he wanted to," she said. "I want that for him, but there is no possibility to find out who they were."

Budget clash leaves EU summit close to failure

BRUSSELS (AP) ? The prospect of failure hangs over a European Union leaders' summit intended to lay out the 27-country bloc's long-term spending plans.

While heavyweights like Britain and France are pulling in opposite directions, smaller members are threatening to veto a deal to make themselves heard.

Negotiators will try to navigate the myriad demands on the second day of the meeting Friday. A tense first session left many observers predicting leaders will need more time to bridge their differences over the bloc's spending priorities for the years to come.

"I have my doubts that we will come to an agreement," German Chancellor Angela Merkel said early Friday as she left the first day of the talks, which could stretch into Saturday.

The EU budget primarily funds programs to help farming and spur growth in the bloc's less developed countries. In financial terms, it amounts to only about 1 percent of the EU's gross domestic product, but the real significance of the budget is that it lays bare the balance of power between the bloc's members.

The bloc is divided along several lines. The most notable is between richer countries that want to reduce their contributions to the common budget at a time of economic malaise, and poorer ones that rely on EU money for development aid and economic investment.

British Prime Minister David Cameron is the most vocal leader demanding restraint, while French President Francois Hollande wants the budget to keep paying subsidies for farming and development programs for poorer nations.

But Van Rompuy's revised proposal late Thursday did not yield further to Cameron's demands for cuts, keeping to the same total.

Cameron said Friday it was unreasonable to see an increase in the bloc's spending plan for 2014-2020 at a time when many member states are cutting budgets at home.

"I don't think there's been enough progress so far," Cameron said. "I mean, there really is a problem in terms of there hasn't been the progress in cutting the proposals for additional spending. It isn't a time for tinkering. It isn't a time for moving money from one part of the budget to another. You know, we need unaffordable spending cut. That's what's happening at home; that's what needs to happen here."

Hollande and Merkel said another summit meeting might be necessary.

"We should not consider that if we don't get there tomorrow or the day after, all would be lost," Hollande said.

The amount of work Van Rompuy has to do to bring the conflicting views closer together was highlighted Thursday as the bilateral meetings preceding the summit overran, forcing the opening discussions to be delayed by 2 ? hours.

Bilateral talks resumed early Friday, with a first joint session set for noon to see if a compromise is within reach.

Britain is backed by other net contributors to the EU budget, such as the Netherlands, Sweden and, to a certain extent Germany. Public sentiment toward EU institutions in these countries has soured as the EU institutions ? and its common currency, the euro ? are considered largely responsible for the financial crisis afflicting the continent.

Meanwhile, 15 of the EU's most financially and economically vulnerable countries have joined forces to oppose any cuts to funds earmarked for economic growth and development. These countries include not only traditionally poorer member states, many in Eastern Europe, but also those hit hardest by the financial crisis, like Greece, Portugal and Spain.

They argue that they need sustained, even increased, help to close the wealth gap on the continent and that EU institutions need the means to implement their jobs and growth policies.

There is no set deadline for a deal, but the closer it gets to 2014, the tougher it will be for a smooth introduction of new programs.

"In talks with colleagues, I had one message. If this doesn't work out at once, let's be sure that the mood is not that dark that we have to spend months on patching up personal relationships," Dutch Prime Minister Mark Rutte said.

Health Fitness Specialist Student Has 75 Reasons To Stay Motivated

Health fitness specialist student Theresa Salzwedel is going above and beyond to earn her degree.

How long is your weekly commute? Twenty-five, 50, maybe even 100 miles?

Ever consider walking or biking it?

That?s precisely what health fitness specialist student Theresa Salzwedel does every week to the estimated tune of 75 miles.

?I have a passion for life, a passion for health and fitness and a passion to get up every day and keep moving,? Salzwedel said.

After learning more about her, nobody can doubt that.

Salzwedel started her daily treks in 2001 after her divorce. Her fitness career started in 2004 at the Downtown Minneapolis YWCA where she assumed roles as head lifeguard, assistant aquatic coordinator, and fitness instructor specializing in the Silver Sneakers program.

?I lived in New Brighton at that time,? Salzwedel said. ?No buses ran there that early in the morning, so I had to walk from my apartment to the bus stop in St. Anthony Village.?

For those keeping track, that?s 3.1 miles.

?I had to walk there at 3:30 or 4 a.m. because I had to be there to open the building by 5:30. Buses stopped at 6:30 p.m., so I had to make it to the stop by that time if I didn?t want to walk again.?

In 2008, she took a second job teaching an aquatics class with the New Brighton Parks and Recreation before landing at LA Fitness in New Brighton. She now works at the Blaine and New Brighton locations, teaching any and all fitness classes assigned to her. She often walks or bikes from her Fridley apartment to both locations.

That?s round trips of nearly five (New Brighton) and 12 miles (Blaine).

?I walk most of the time; it keeps me calm,? Salzwedel said.

After budget cuts at the YWCA left her jobless, she decided to pursue her passion for fitness by enrolling at the Minnesota School of Business-Plymouth Campus (MSB). She buses from Fridley, stops in downtown Minneapolis and reaches a Wayzata bus stop, which is a two-mile walk or ride from MSB.

?I just like the people here [at MSB]? said Salzwedel. ?They really care about me. If people see me walking [from the bus stop to school] they always check on me when I get here. I have good people on my side at the school.?

She has also given back using her health experience by starting a faith and fitness ministry program at Greater Mount Vernon Baptist Church in Minneapolis, where she works alongside fellow MSB graduate Bill Jernigan.

?I usually work with the women three times per week,? said Salzwedel. On top of that, she implemented a gospel zumba class as well.

Her goals after graduation include opening a nonprofit designed to help low-income families make healthy life decisions together as a unit.

?It all starts at home,? Salzwedel said. ?If those families can be healthy together, they?re more likely to stick together.?

If there?s one thing that families and communities can learn from her, it?s sticking to a plan.
